UK Iron and Steel traders need to exercise vigilance on the origins of steel supply.

From 21 December 2023 the UK government imposed additional sanction measures in response to Russia’s invasion of Ukraine.

These additional measures include the prohibition on the import of certain Russian iron & steel products processed in a third or multiple third countries.

Steel traders should be aware of the regulations that prohibit the import of goods into the UK and the associated criteria as well as the HS codes affected. This information, can be found in notice to exporters 2953 (link below).

Traders should be prepared to provide documentation available to demonstrate evidence of a good’s supply chain, which must be consistent with the prohibitions under the regulations.

Licence provisions, including individual licences and general Trade licences may be available to permit the import of certain prohibited goods that are used as reuseable packaging, were manufactured or produced before 21 April 2023 or were previously in free circulation in the United Kingdom.

However, the Secretary of State for Business and Trade is ultimately responsible for decisions to grant or refuse a trade sanctions licence in any individual case.
