What is the Windsor Framework?

Established in 2023, the Windsor Framework provides essential arrangements to resolve practical challenges linked to the Northern Ireland Protocol.

Beginning in 2025, new streamlined processes will revolutionise how traders operate by significantly reducing the information required for moving goods directly from Great Britain (GB) to Northern Ireland (NI) that are classified as ‘not at risk’ of entering the European Union (EU).

This simplified dataset is known as Internal Market Movement Information (IMMI).

How to use the Windsor Framework

To take full advantage of these enhanced processes, traders must meet specific criteria:

  1. Ensure you hold a valid UK Internal Market Scheme (UKIMS) authorization.

  2. Confirm that the goods comply with the ‘not at risk’ status as per UKIMS guidelines.

  3. Transport the goods directly from GB to NI (including transit items that commence in GB and conclude in NI).

  4. Guarantee that the goods are in free circulation or designated for home use in GB before movement.

  5. Avoid Category 1 goods, which are subject to quotas, anti-dumping duties, or trade safeguards.

The IMMI offers flexibility, as it can be utilised either prior to the movement of goods (pre-movement) or after they reach their destination (post-movement).

Traders can benefit from four available types of goods movements under these simplified processes, supported by the Trader Support Service (TSS):

  • Pre-movement simplified process
  • Pre-lodged standalone IMMI
  • Simplified procedure within TSS (post-movement)
  • Arrived standalone IMMI
