Why Rules of Origin Matter

Rules of Origin are used to determine the country of origin of a product.

The exact rules vary from country to country but generally there are two common types of rules of origin; Preferential and Non Preferential.                                                                         

Preferential rules of origin help to identify those which qualify for a lower or nil customs duty.

Non preferential rules of origin determine the country of origin for certain purposes like trade embargoes, quotas, anti-dumping, safeguard and retaliation measures.

Difficulties can arise in determining origin for goods manufactured in, assembled in, or using materials originating in, more than one country. The goal is to prevent simple assembly procedures, or re packaging operations from conferring origin.
